Racial Entitlement

During oral arguments on a provision of the 1965 Voting Rights Act, Supreme Court┬áJustice Antonin Scalia likened congressional support for the Act to a “perpetuation of racial entitlement.” Just what was Scalia saying? Was he saying black people do not have a right to have their vote protected?
